Rocor Closes Down Its Western Rite Bishop Jerome Retired

An Extraordinary Session of the Synod of Bishops is Held


On Wednesday, July 10, 2013, an extraordinary session of the Synod of Bishops of the Russian Orthodox Church Outside of Russia was held, presided over by its First Hierarch, His Eminence Metropolitan Hilarion of Eastern America and New York. Participating in the meeting were permanent members of the Synod of Bishops: His Eminence Archbishop Mark of Berlin and Germany; His Eminence Archbishop Kyrill of San Francisco and Western America; His Eminence Archbishop Gabriel of Montreal and Canada, and His Grace Bishop Peter of Cleveland, Administrator of the Diocese of Chicago and Mid-America.

Deliberating on the matter of Bishop Jerome of Manhattan, the Synod of Bishops made a decision as follows:

"During a meeting of the Synod of Bishops on Wednesday, July 10, 2013, presided over by the First Hierarch of the Russian Church Abroad, A DECISION WAS MADE: on the activities of Bishop Jerome of Manhattan, Vicar of the President for the Administration of Western Rite Parishes.

After exhaustive deliberation, IT WAS DECREED:


1) To halt the ordination of new clergymen for parishes adhering to the Western Rite.

2) To censure Bishop Jerome for his willfulness in administering the parishes adhering to the Western Rite, and in performing various ecclesial services not approved by the Synod of Bishops, and for criticizing his brethren in letters to clergy and laity.

3) To deny recognition of the ordination of a group of individuals by Bishop Jerome during a single divine service, and to regularize them following a thorough examination of the candidates.

4) To release Bishop Jerome from all duties, including those of Vicar of the President in administering Western Rite parishes, designating him as retired without the right to serve in the Synodal Cathedral "of the Sign" in New York, or to perform ordinations or award clergymen, and designating his place of residence at St Vladimir Memorial Church of the 1000th Anniversary of the Baptism of Russia in Jackson, NJ.

5) To bless Bishop Jerome to perform divine services within the confines of the Eastern American Diocese with the consent of its Ruling Bishop.

6) To release Monk Anthony (Bondi) from all of his administrative duties and from the spiritual ministry to the Vicariate of Western Rite Parishes.

7) To establish a commission to examine the means of integrating clergymen and communities of the Western Rite into the liturgical life of the Russian Orthodox Church, consisting of: Metropolitan Hilarion of Eastern America and New York, President; Bishop George of Mayfield, Vicar of the Eastern American Diocese; Protopriest David Straut of the Eastern American Diocese, and Protopriest Anthony Nelson of the Mid-American Diocese.

8) To address an epistle to the clergymen and communities of the Western Rite regarding the need for them to adopt the order of divine services of the Eastern Orthodox Catholic Church, while preserving, when necessary, certain particularities of the Western Rite.

9) To emphasize our adherence to the rules and traditions of the Eastern Orthodox Catholic Church in general and of the Russian Orthodox Church in particular.

10) To deem this decree immediately valid and to submit it to the members of the Council of Bishops in the form of a questionnaire for confirmation."

The meeting concluded with the singing of "It is Truly Meet."

LG 23; CD 4; 36; 37; AG 5; 6; 38).

Today is Maundy Thursday, or the celebration of the Last Supper before the Lord's crucifixion. The term Maundy seems strange to Protestant ears, but it basically means "a new commandment" and is derived from the first word of the Latin version of John 13:34 that reads "A new commandment I give to you, that you love one another: just as I have loved you, you also are to love one another." It was before the Last Supper that Jesus demonstrated His servant approach to love by washing the disciples' feet. He also establishes the sacrament of communion and stated "do this in remembrance of me." In reflecting on all this, it strikes me that ritual played an important role in the early church. Today, many evangelicals tend to shy away from ritual as some kind of remnant of the old, staid way of the denominational churches. They feel that expressions of faith should be free and heart-felt instead of scripted and that ritual became an empty substitute for a true relational interaction with God. To some extent I understand this. I've seen more than my share of people who would go through the motions each church service thinking that's all they had to do to remain a "good Catholic" or a "good Episcopalian" or something else. There is a temptation to reduce worship to a series of movements and responses that are just as empty as any script reading. But I think we overact when we think that ritual has no import in the life of the believer.Human beings have always marked the most significant changes in their lives with ceremony. Think about the marriage ceremony for a moment. A wedding is one of the most important events in one's life, as it signals the bonding of two persons into a single unit, and we show this through the ritual of exchanging vows and exchanging rings. It makes a difference when you can point to that ceremony, that day, and say "here is when I entered into my new life with my spouse." Marriage is a public profession of love and a public promise of fidelity.Similarly, Christ gave us the rituals like baptism to also mark the transition into the community of the church. He established communion for reflection on His sacrifice, so we don't forget why we follow Jesus. And He gave us the example of the foot washing to teach us how to treat one another. While many churches will perform a foot washing ceremony today, I believe that Jesus didn't want this to be only a ritual performed once a year. I think that just as our celebration of communion sharpens our focus on His death and sacrifice for us that we can then we carry with us daily, the foot washing needs to help us focus on our service to others that we may perform such on a daily basis as well. Of communion, Spurgeon said, "Never mind that bread and wine unless you can use them as poor old folks often use their spectacles. What do they use them for? To look at? No, to look through them. So, use the bread and wine as a pair of spectacles-look through them and do not be satisfied until you can say, 'Yes, yes, I can see the Lamb of God, who takes away the sin of the world!' Then shall the Communion be really what it ought to be to you." While one would be amiss in only staring at his spectacles, one would be equally amiss in shunning them and having his viewpoint fall out of focus. I know that I can forget about Jesus washing His disciples' feet all too easily. It's in my nature. To have a bit of ritual as a reminder can do me much good. Let's not be too hasty in throwing out such practices as so much dirty water. For in so doing, we may be tossing the thing that helps us see our relationship with God and our relationships with others more clearly.

The annual total of church leavers, usually around 120,000, rocketed to 181,193 two years ago as revelations about decades of sexual abuse of children by priests shamed the hierarchy and prompted an apology from German-born Pope Benedict. "This decree makes clear that one cannot partly leave the Church," a statement from the bishops conference said. "It is not possible to separate the spiritual community of the Church from the institutional Church." Church taxes brought in about 5 billion euros (6.5 billion) for the Roman Catholic Church and 4.3 billion euros for the Protestant churches in 2010, according to official statistics." In addition to being denied the sacraments, those that refuse to pay church tax can no longer be named as godparents and must request special permission to be married in the Catholic Church.

St. Augustine is one of the few Saints that both Catholics and (most) Protestants admire. Without a doubt, he is the most popular Saint among Protestants, and is the most-cited Saint in the Catechism. As such, he's a good Saint for Catholics to cite to when explaining the faith to Protestants.

But who do you appeal to if you are St. Augustine? That is, during Augustine's lifetime, who were the Saints that he could cite to, knowing that their authority and orthodoxy were nearly universally respected? Augustine actually answers that question in "Against Julian", accusing Julian of going against the "many famous and brilliant holy teachers of the Catholic truth: Irenaeus, Cyprian, Reticius, Olympius, Hilary, Gregory, Basil, Ambrose, John, Innocent, Jerome, and the others."

Of these eleven Saints, there is one in particular who Augustine cites for his outspoken orthodoxy: St. Hilary of Poitiers, a fourth century Gallic (French) bishop known as "the Hammer of the Arians." Augustine remarks, "WHO DOES NOT KNOW THAT THE GALLIC BISHOP HILARY IS TO BE REVERED AS THE KEENEST DEFENDER OF THE CATHOLIC CHURCH AGAINST THE HERETICS?"

And while Hilary is certainly less well-known than Augustine, he is revered as a Saint by Catholics and Orthodox, as well as by Lutherans and Anglicans. Given all of this, it would behoove both Protestants and Catholics to listen to what St. Hilary has to say about issues like the Real Presence of Christ in the Eucharist.

Hilary not only believes in the physical Real Presence, he treats this fact as completely obvious to any Christian. In doing this, he sounds very much like St. Ignatius of Antioch, who used the Real Presence as proof back in the early 100s. That is, Ignatius didn't feel a need to prove that the Real Presence was true. Instead, he "started from" the accepted truth of the Real Presence to prove that the Gnostics were heretics for denying the Incarnation.

We see the same thing here. St. Hilary's opponents argue that the Father and the Son are only One "in will", rather than One in Being. Hilary responds to them by showing, from the accepted fact of the Real Presence, that the union between us and the Son, and therefore between the Son and the Father, goes beyond a mere unity of wills:

If He wished to indicate a mere unity of will, why did He set forth a kind of gradation and sequence in the completion of the unity, unless it were that, since He was in the Father through the nature of Deity, and we on the contrary in Him through His birth in the body, He would have us believe that He is in us through the mystery of the sacraments? Hilary's point isn't to prove that "we in very truth receive the Word made flesh as food from the Lord." His point is that since this is true", we know that we're dealing with a union of natures, not just wills. But in the process of making this point about the Trinity, Hilary happens to reveal quite a bit about what the early Church believed about the Real Presence of Jesus Christ in the Eucharist. And his point is all the more powerful in that he's making incredibly Catholic claims about the Eucharist, without feeling much of a need to defend his views:

HENCE, IF INDEED CHRIST HAS TAKEN TO HIMSELF THE FLESH OF OUR BODY, AND THAT MAN WHO WAS BORN FROM MARY WAS INDEED CHRIST, AND WE INDEED RECEIVE IN A MYSTERY THE FLESH OF HIS BODY-(and for this cause we shall be one, because the Father is in Him and He in us),-how can a unity of will be maintained, seeing that the special property of nature received through the sacrament is the sacrament of a perfect unity?How should we understand our union with Christ in the Eucharist? Hilary shows us from Scripture:

Let us read what is written, let us understand what we read, and then fulfil the demands of a perfect faith. For as to what we say concerning the reality of Christ's nature within us, unless we have been taught by Him, our words are foolish and impious. For He says Himself, "My flesh is meat indeed, and My blood is drink indeed. He that eateth My flesh and drinketh My blood abideth in Me, and I in him." [John 6:55-56]So in the Eucharist, we aren't just aligned as part of God's team. We take on the Body of Christ. We become what we consume. If there was any remaining ambiguity about whether or not Hilary understood the Eucharist to be Christ's literal, physical Body and Blood, there can be none after his next comment:

AS TO THE VERITY OF THE FLESH AND BLOOD THERE IS NO ROOM LEFT FOR DOUBT. For now BOTH FROM THE DECLARATION OF THE LORD HIMSELF AND OUR OWN FAITH, IT IS VERILY FLESH AND VERILY BLOOD. AND THESE WHEN EATEN AND DRUNK, BRING IT TO PASS THAT BOTH WE ARE IN CHRIST AND CHRIST IN US. Is not this true? Yet they who affirm that Christ Jesus is not truly God are welcome to find it false. He therefore Himself is in us through the flesh and we in Him, whilst together with Him our own selves are in God.So Hilary leaves room to deny the Real physical Presence of Christ in the Eucharist... but only if you're ready "to affirm that Christ Jesus is not truly God." If, on the other hand, you're going to believe in Jesus Christ as God Incarnate, the Real Presence is an indispensable part of that faith. It seems that Hilary can't even "imagine "someone denying the Eucharist while claiming to worship Jesus Christ. He leaves no room for that position, since "no man shall dwell in Him, save him in whom He dwells Himself, for the only flesh which He has taken to Himself is the flesh of those who have taken His."

Hilary then returns to showing how the Eucharist gives evidence of the relationship of Christ to the Father:

THIS IS THE CAUSE OF OUR LIFE THAT WE HAVE CHRIST DWELLING WITHIN OUR CARNAL SELVES THROUGH THE FLESH, and we shall live through Him in the same manner as He lives through the Father. If, then, we live naturally through Him according to the flesh, that is, have partaken of the nature of His flesh, must He not naturally have the Father within Himself according to the Spirit since He Himself lives through the Father?So that's it: that's the Catholic belief in the Eucharist, according to the man who Augustine described as "the keenest defender of the Catholic Church against the heretics." I'll leave it to you to decide if Hilary was an idolatrous heretic, or if the Real Presence of Christ's Flesh and Blood in the Eucharist is true.

Today's edition of the sporadic "Notes from the Choir" feature is going to be a bit different, in that I'm not focusing in on any specific music this time. Instead, I want to talk about a concept that has to do with sacred music in general, something I think is lacking from many of the more modern publications, yet something which wasn't always guaranteed to be a part of the older pieces, either.

There is much talk about the need for reverence at Mass. Some Catholics go so far as to say that the Novus Ordo Mass is incompatible with reverence, and thus is deficient. I would not say that, myself, because I have seen Novus Ordo Masses offered and assisted at with reverence and the proper attitude. If there has been a tendency to pull away from that proper spirit of reverence and towards a casual, "folksy" attitude, it has not been due, I truly believe, to any inherent incompatibility between the Novus Ordo Mass and reverence, but has rather been due to a lamentable spirit of liturgical experimentation which persists even this long after the Second Vatican Council.

Certainly, the music at Mass can either add to the atmosphere of reverence, or detract from it. Though our attention is often focused on the hymns, there is no doubt that the musical settings of the prayers of the Mass themselves often leave a great deal to be desired. And this is a point of great difficulty for many orthodox pastors who wish to inspire reverence at Mass; there simply aren't very many available Mass settings in English (I can't speak to the reality for other languages) which foster and inspire the spirit of reverence which should pervade the entire prayer of the Mass from the opening rites to the final blessing.

To put this problem in context, imagine that a musically-minded pastor has worked with his choir director to schedule the songs at Mass. The opening hymn is, perhaps, "Holy, Holy, Holy." Listen to it here; set your choice of instrument to "organ," if possible.

A few minutes later the choir begins the Gloria. The setting is that popular one, Marty Haugen's Mass of Creation (which we use at my parish most of the time). If you go to this page and scroll down, you can hear a snip of the "Gloria" as sung by a choir.

Can you hear the difference? Can you hear what is missing?

I have finally realized what I think it is, what key component of sacred music is missing in that which fails to promote reverence compared to that which does:

Solemnity.

The first selection, "Holy, Holy, Holy," is many things: beautiful, harmonious, stirring, majestic, well-formed and well-written. But it is also solemn; that is, it is serious, sober, grave, earnest, formal. No one hearing this tune for the first time, whether it was played on organ or piano or by an orchestra, sung by a single, well-trained singer or performed in four-part harmony by a good choir, would ever mistake it for a light-hearted frolic. It is not sad, nor is it gloomy; yet it is clearly not meant for anything but sacred use, in the sense of being "set apart" in the service of God.

The second selection, you will note, doesn't sound all that wonderful even as it is being sung by what is obviously a professional choir (even if they are also, sadly, using some sort of bells). The harmonies don't so much seem to reinforce any sense of solemnity or majesty so much as the seem to be calling attention to themselves, and the music's three-beats-in-a-measure tempo sounds a little like a waltz, and a little more like a "dance around a maypole;" it doesn't sound like Mass.

And it sounds even less like Mass when it is being sung by a group of enthusiastic but slightly off-key amateurs and accompanied by, perhaps, an electric guitar and some tambourines. It cannot produce or contribute to a spirit of reverence for the excellent reason that there is nothing of solemnity about it; it is not particularly serious, nor is it particularly sacred.

Unfortunately, this setting--the Mass of Creation--is often spoken of as one of the better vernacular Mass settings in English. There are many reasons for this; one I didn't realize myself is that some settings actually tamper with the words of the prayers, rearranging whole parts of the prayers in an attempt to make the music "work" better.

So with the best intentions in the world, a pastor or music director can schedule traditional hymn after traditional hymn, only to have the strangest juxtapositions between solemn hymns which aid reverence and light, whimsical Mass settings which tear down any notion of reverence and only serve to facilitate such Mass innovations as the "three-bench handshake lunge" at the Sign of Peace, followed by the "Let No Hand Be Unheld!" mandate at the Our Father.

We're not going to get better sacred music until we have better Mass settings. We need compositions that are solemn, that take the Mass seriously, that point away from Earth and toward Heaven, away from these temporary lives in the vale of tears and toward eternity. It is true that such settings exist in Latin, but unless we seriously believe--as I do not--that there will in our lifetimes be a greater and greater push toward suspending the vernacular and having Mass prayed and heard in Latin, we need for there to be better choices than what we have now, so much of which was composed and written at a time when the composer thought he was aiding in the singing of a new church into being. What we really need is to sing the solemnity back into being, so the Mass can return to its reverent and holy heritage; we can't do this accompanied by tambourines. Or handbells, for that matter.

ST. MICHAEL AND ALL ANGELS' DAY - Sept.29

In 1 Peter 1:12 we find a fascinating reference to the theme of today's feast: "which things the angels desire to look into." The inspired apostle was expounding the glory of the gospel, revealed only in a limited degree to the prophets of the Old Testament, of "the sufferings of Christ, and the glory that should follow." His point: those who know Christ are privileged to an amazing degree, surpassing those who came before Christ and even surpassing the angels themselves. Peter strongly suggests that (hold your breath!) it is better to be a Christian than to be an angel!

C. S. Lewis devoted an entire novel to this theme, in his delightful work Out of the Silent Planet. I hope you will read it.

Why? Because angels are sinless. On every other saint's day, we can develop an entire sermon on the template "Every saint is a redeemed sinner, and whereas St.
was once a sinner, you too may be a saint.
" But that sermon does not work today, as angels are sinless. They do not need a Saviour and will never experience the joy of salvation. They are bound to be curious and amazed at what God has done for our rescue and rehabilitation.

The story of Michael in combat with a huge throng of rebellious angels is the first reading today. Although the Biblical text itself seems to leave this account in unspecified time, a strong Christian tradition views this as taking place before creation. But the intriguing and unanswered question in this passage is what prompted the rebellion of the angels who followed the mysterious dragon. What started this mutiny of some (not all) angels against their Creator?

We have no clear Biblical answer. But an ancient Christian insight speculates that the angels had heard a rumor in heaven that God would shortly create another, lower, material being, that He would love this human race enough to redeem it from sin, that He would even become flesh Himself, and even die on the cross for our salvation.

Certain angels felt this was beneath God's dignity. God, they believed, should not stoop so low for a worthless and undeserving creature. So they rebelled and began a war in heaven. But, thanks be to God, they "prevailed not."

Why is it better to be a Christian than an angel? Because Christians have been blessed with a far greater measure of God's love. Jesus Christ, God Incarnate, has loved us enough to die for us. How can the angels not be curious and amazed?

The angels who remained holy and obedient now join with us in adoration of the Lamb who was slain, not for them, but for us. "Therefore with angels, and archangels, and with all the company of heaven...." LKW

TO PROTECT THE FAITH of the Catholic Church against errors arising from certain members of the Christian faithful, especially from among those dedicated to the various disciplines of sacred theology, we, whose principal duty is to confirm the brethren in the faith (Lk 22:32), consider it absolutely necessary to add to the existing texts of the Code of Canon Law and the Code of Canons of the Eastern Churches, new norms which expressly impose the obligation of upholding truths proposed in a definitive way by the Magisterium of the Church, and which also establish related canonical sanctions.

1.From the first centuries to the present day, the Church has professed the truths of her faith in Christ and the mystery of his redemption. These truths were subsequently gathered into the Symbols of the faith, today known and proclaimed in common by the faithful in the solemn and festive celebration of Mass as the Apostles' Creed or the Nicene-Constantinopolitan Creed.

This same Nicene-Constantinopolitan Creed is contained in the Profession of faith developed by the Congregation for the Doctrine of the Faith,(1) which must be made by specific members of the faithful when they receive an office, that is directly or indirectly related to deeper investigation into the truths of faith and morals, or is united to a particular power in the governance of the Church.(2)

2. The Profession of faith, which appropriately begins with the Nicene-Constantinopolitan Creed, contains three propositions or paragraphs intended to describe the truths of the Catholic faith, which the Church, in the course of time and under the guidance of the Holy Spirit "who will teach the whole truth" (Jn 16:13), has ever more deeply explored and will continue to explore.(3)

The first paragraph states: "With firm faith, I also believe everything contained in the word of God, whether written or handed down in Tradition, which the Church either by a solemn judgment or by the ordinary and universal Magisterium sets forth to be believed as divinely revealed."(4) This paragraph appropriately confirms and is provided for in the Church's universal legislation, in canon 750 of the Code of Canon Law(5) and canon 598 of the Code of the Canons of the Eastern Churches.(6)

The third paragraph states: "Moreover I adhere with submission of will and intellect to the teachings which either the Roman Pontiff or the College of Bishops enunciate when they exercise their authentic Magisterium, even if they do not intend to proclaim these teachings by a definitive act."(7) This paragraph has its corresponding legislative expression in canon 752 of the Code of Canon Law(8) and canon 599 of the Code of Canons of the Eastern Churches.(9)

3. The second paragraph, however, which states "I also firmly accept and hold each and everything definitively proposed by the Church regarding teaching on faith and morals,"(10) has no corresponding canon in the Codes of the Catholic Church. This second paragraph of the Profession of faith is of utmost importance since it refers to truths that are necessarily connected to divine revelation. These truths, in the investigation of Catholic doctrine, illustrate the Divine Spirit's particular inspiration for the Church's deeper understanding of a truth concerning faith and morals, with which they are connected either for historical reasons or by a logical relationship.

4. Moved therefore by this need, and after careful deliberation, we have decided to overcome this lacuna in the universal law in the following way:

A) Canon 750 of the Code of Canon Law will now consist of two paragraphs; the first will present the text of the existing canon; the second will contain a new text. Thus, canon 750, in its complete form, will read:

Canon 750 - SS 1. Those things are to be believed by divine and catholic faith which are contained in the word of God as it has been written or handed down by tradition, that is, in the single deposit of faith entrusted to the Church, and which are at the same time proposed as divinely revealed either by the solemn Magisterium of the Church, or by its ordinary and universal Magisterium, which in fact is manifested by the common adherence of Christ's faithful under the guidance of the sacred Magisterium. All are therefore bound to avoid any contrary doctrines.

SS 2. Furthermore, each and everything set forth definitively by the Magisterium of the Church regarding teaching on faith and morals must be firmly accepted and held; namely, those things required for the holy keeping and faithful exposition of the deposit of faith; therefore, anyone who rejects propositions which are to be held definitively sets himself against the teaching of the Catholic Church.

Canon 1371, n. 1 of the Code of Canon Law, consequently, will receive an appropriate reference to canon 750 SS 2, so that it will now read:

Canon 1371 - The following are to be punished with a just penalty:

1^0 a person who, apart from the case mentioned in canon 1364 SS 1, teaches a doctrine condemned by the Roman Pontiff, or by an Ecumenical Council, or obstinately rejects the teachings mentioned in canon 750 SS 2 or in canon 752 and, when warned by the Apostolic See or by the Ordinary, does not retract;

2^0 a person who in any other way does not obey the lawful command or prohibition of the Apostolic See or the Ordinary or Superior and, after being warned, persists in disobedience.

B) Canon 598 of the Code of Canons of the Eastern Churches will now have two paragraphs: the first will present the text of the existing canon and the second will contain a new text. Thus canon 598, in its complete form, will read as follows:

Canon 598 - SS 1. Those things are to be believed by divine and catholic faith which are contained in the word of God as it has been written or handed down by tradition, that is, in the single deposit of faith entrusted to the Church, and which are at the same time proposed as divinely revealed either by the solemn Magisterium of the Church, or by its ordinary and universal Magisterium, which in fact is manifested by the common adherence of Christ's faithful under the guidance of the sacred Magisterium. SS 2. Canon 1436 SS 2 of the Code of Canons of the Eastern Churches, consequently, will receive an appropriate reference to canon 598 SS 2, so that it will now read:

Canon 1436 - SS 1. Whoever denies a truth which must be believed with divine and catholic faith, or who calls into doubt, or who totally repudiates the Christian faith, and does not retract after having been legitimately warned, is to be punished as a heretic or an apostate with a major excommunication; a cleric moreover can be punished with other penalties, not excluding deposition.

SS 2. In addition to these cases, whoever obstinately rejects a teaching that the Roman Pontiff or the College of Bishops, exercising the authentic Magisterium, have set forth to be held definitively, or who affirms what they have condemned as erroneous, and does not retract after having been legitimately warned, is to be punished with an appropriate penalty.

5. We order that everything decreed by us in this Apostolic Letter, given motu proprio, be established and ratified, and we prescribe that the insertions listed above be introduced into the universal legislation of the Catholic Church, that is, into the Code of Canon Law and into the Code of Canons of the Eastern Churches, all things to the contrary notwithstanding.
